How to Set Up Conversion Tracking in Google Ads

Conversion tracking in Google Ads connects your ad spend to the outcomes that matter: form fills, phone calls, purchases, page views. Without it, you know how much you are spending and how many clicks you are getting, but not whether those clicks are producing results. Setting up conversion tracking is the first configuration task for any new Google Ads account before running campaigns.

The setup involves three parts: creating a conversion action in Google Ads to define what you are tracking, installing the Google tag on your website, and testing the tracking to confirm it records conversions correctly. Each part is done in a different location.

Step 1 — Create a Conversion Action

Sign in to your Google Ads account, or ask whoever provides your Google Ads management services to handle this step. Click the Goals icon in the left navigation or go to Tools and Settings and select Conversions under Measurement. Click the blue + button to create a new conversion action.

Select a conversion source. For tracking actions on your website, choose Website. For app downloads, choose App. For phone calls to a number shown in the ad, choose Phone calls. For importing conversions from Google Analytics or another CRM, choose Import. The most common setup for service businesses is Website — a thank-you page load after a form submission, or a button click on a call-to-action.

Enter your website URL and click Scan. Google Ads scans your website for existing conversion signals. Select the conversion you want to track, or click Add a conversion action manually. Give the conversion a name that identifies the action (example: “Contact Form Submit,” “Free Quote Request,” “Product Purchase”). Set the value: a fixed value if each conversion is worth a known dollar amount, or “Don’t assign a value” if it varies. Set the count to “One” for lead forms (you want to count each form once), or “Every” for purchases (where multiple purchases from the same visitor are all meaningful). Click Done, then Save and Continue.

Step 2 — Install the Google Tag on Your Website

After creating the conversion action, Google Ads shows the tag installation options. Two paths exist: install the Google tag directly on your website’s HTML, or use Google Tag Manager.

Direct install: Google Ads provides a code snippet called the Google tag. Copy this snippet and paste it into the <head> section of every page on your website. This is the global site tag and needs to be on all pages, not just the conversion page. Then, for the specific conversion action (the thank-you page, the button click), Google Ads provides an event snippet. Place this event snippet on the conversion page only — the page someone lands on after completing the form, or the page confirmed after purchase.

WordPress users: install the Google tag using a plugin like “Site Kit by Google” which handles the placement automatically. Or use the header/footer insertion option in your theme settings to place the code manually. The Google tag must be in the <head> section, not the footer, for reliable firing.

Step 3 — Set Up Conversion Tracking via Google Tag Manager

Google Tag Manager is the preferred method for websites with multiple tracking tags. It centralises all tag management in one interface, which reduces the number of code changes required to your website and makes future tracking updates faster.

To set up Google Ads conversion tracking in Google Tag Manager: open your GTM container, click Tags, then New. Choose the tag type “Google Ads Conversion Tracking.” Enter the Conversion ID and Conversion Label from your Google Ads conversion action — both are visible in the Google Ads tag setup screen. Set the trigger to fire on the conversion event: a page view trigger set to the thank-you page URL, or a click trigger set to the specific button element ID. Save the tag and publish the container.

Google Tag Manager also makes it easier to set up multiple conversions from the same Google Ads account across your website without adding separate code snippets to each page. Once the Google tag container script is installed on your website, all future conversion actions can be added entirely within Google Tag Manager without touching your website code again. Step 4 — Test and Verify the Tracking

Back in Google Ads under Goals > Conversions, find the conversion action you created. The Status column shows “No recent conversions” until tracking fires for the first time, and “Unverified” until Google Ads has confirmed the tag is installed correctly. The Tag Assistant Chrome extension, available from Google, is the fastest way to check whether your Google tag is firing on the right pages. Install it, visit your website, complete the conversion action yourself (submit the form, click the button), and check the extension to confirm the tag fired with the correct conversion ID and label.

Once a real conversion is recorded, the status in Google Ads updates to “Recording conversions.” It can take up to 24 hours for the first test conversion to appear in the account.
