In building, sequence is forced by physics. Almost nothing forces it in software. Do the last job first and the first job last and the finished site comes out the same. Plain advice sounds optional. A word out of a world where order is real does not.

A machine that cannot reach your page will never quote it. And a page burying its answer under eleven paragraphs gives a reader and a machine the same reason to leave. Those are real faults. Clearing them costs little, and turning them up is most of what a website audit exists to do.

Do the technical work first. Just be clear about why. Do it first because it is quick and it unblocks the rest. Never because it is irreversible, since it plainly is not. Some of it will take longer than a Tuesday. None of it takes a decade. No ranking moves the day your markup gets tidy. Nor does any keyword.

One element does pass the test, and it deserves naming. Your URL structure. Change that on a live site and every address you own has to be pointed somewhere, by you, forever. That one is genuinely costly to add later. Notice it sits on no AI foundations list.

Then the good news. Nothing on that list is a foundation, so nobody gets locked out. A website built in 2018 can hold every element on that list by Friday. You cannot be too late to a job that takes an afternoon.
